Difference between single core and dual core?

Say I had the decision of buying a single core 2ghz processor or a dual core 2ghz processor, would the dual core mean that the computer will run at 4ghz since its "dual" core?

No, it would not mean 4GHz... It simply means it has two cores (you can think of them as processors if it makes it easier) each one running at 2GHz.

If an application can NOT utilize dual core, then the second core does nothing for performance.

Its best to simply check benchmarks, then to try to understand it all.
