Is that with or without an Operating System?

The list I put together is if you need an OS. If you can stretch to just over $500 this is a good combo to look at
CPU: Newegg.com - AMD Athlon II X2 250 Regor 3.0GHz 2 x 1MB L2 Cache Socket AM3 65W Dual-Core Processor - Processors - Desktops
mobo: Newegg.com - GIGABYTE GA-MA770-UD3 AM2+/AM2 AMD 770 ATX AMD Motherboard - AMD Motherboards
ram: Newegg.com - G.SKILL 4GB (2 x 2GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory Model F2-6400CL5D-4GBPQ - Desktop Memory
graphics: Newegg.com - HIS H485FN512P Radeon HD 4850 512MB 256-bit GDDR3 PCI Express 2.0 x16 HDCP Ready CrossFire Supported Video Card - Desktop Graphics / Video Cards
hard drive: Newegg.com - Western Digital Caviar Black WD5001AALS 500GB 7200 RPM 32MB Cache SATA 3.0Gb/s 3.5" Internal Hard Drive - Internal Hard Drives
Case: Newegg.com - COOLER MASTER Elite 360 RC-360-KKN1-GP Black Steel / Plastic ATX Mini Tower Computer Case - Computer Cases
PSU: Newegg.com - Antec earthwatts EA430 430W Continuous Power ATX12V v2.0 80 PLUS Certified Active PFC Power Supply - Power Supplies
DVD drive: Newegg.com - SAMSUNG Black 22X DVD+R 8X DVD+RW 16X DVD-ROM 48X CD-ROM 2MB Cache SATA DVD Burner - CD / DVD Burners
Dont get Vista now. Windows 7 is coming out really soon. I suggest you either wait til 22nd Oct when it comes out that would be ideal.i5 3750 | ASUS P75 | GTX560Ti | 8gb Corsair Vengence

You asked for a $400-$500 system, maybe if you said about $650 pullmyfoot could have given you an Intel setup.
If you want the best system build, up your budget to at least $1000.

what on earth is that supposed to mean.
and yes that is the best I can give you. A low end budget = a low end computer. Then again, that setup is not something I would really call low end.. Its pretty dang fast. It will put Crysis on all high settings @ 1650x1080 I assure you.
If you want Intel, you will be looking at an E5300 with that budget. It loses to the AMD CPU in performance though. Anyhows, AMD wins in value in every area between $400 to $1000+. Below that is Intel's Atom and above is i7.
If you could spend another hundred bucks, you could upgrade to a faster Phenom II X3 720 Black Edition and a NVIDIA GTX260 core216 or something along those lines.Last edited by pullmyfoot; August 17th, 2009 at 12:33 AM.

$700 is a bit of a stretch. You only have just under $200 to play with for a screen, speakers, KB + M. If you could spend $750-$800 that would be perfect. If not we will have to cut some corners.

A nice mouse makes all the difference in FPS games. If that's the games you mainly play, then it's worth it to invest in one.
With that said though, that's always something you can get later on, maybe for a birthday/holiday gift. I'd probably invest all you can in the "core" PC, then pick up the other pieces to finish it off later.Q6600@4Ghz | i7 920@4.4Ghz |E6320@3.5Ghz

by core PC he means the essential parts that are harder to upgrade, not more cores ion your CPU. Those parts generally refer to your power supply, your motherboard, your CPU hard drive, dvd drive and your computer case. Usually when you get those things thjey generally stay the same even if you upgrade your computer. The easiest things to upgrade would be the ram and graphics card as they are a simple case of plug and play, so those can be upgraded at a later date to something faster. The CPU is also sort of plug and play but its slightly more complicated having to take off the cooler and clean it and etc.

A bit cheaper option for PSU and mobo
Newegg.com - MSI 785GTM-E45 AM3/AM2+/AM2 AMD 785G HDMI Micro ATX AMD Motherboard - AMD Motherboards
Newegg.com - COOLER MASTER eXtreme Power Plus RS-500-PCAR-A3 500W ATX12V V2.3 Power Supply - Power Supplies
that saves you about $25 after rebates.
I use that PSU and msi makes a decent board. I used to use them a lot in the past and I haven't had of issues with them.
then we could throw in a 4830 instead of a 4850 and save a little more which will save another $15

Yikes.....
I dont know where to start with picking things wrong with that list....
To begin with there is no point buying vista with windows 7 just around the corner.
No point spending $80 on a PSU when you can spend half that, on one that will do the job (also I would never use a HEC PSU).....
$160 is expensive for a HDD you can get a 640GB caviar black for half the cost! (not to mention will be a little faster).
Some people don't have a problem with ECS (budget manufacturer) but I find them cheap and unreliable......
Overall you could spend the same amount on an AMD system that will blow that away.....
Just my .02
