we need a bit more than that. if its self built surely you know a bit more about it?

    for starters

    CPU
    motherboard
    ram
    power supply
    graphics card

most probably you want a ram upgrade. with 200-250 you could get 4 gigs of ram and a pretty nice card. ram is pretty much the easiest way to speed up a computer (provided you dont have much to start with). In your case, 700mb is a little on the low side. Nowadays 2-4gigs is standard. Ive found that 1gb is the minumum to really run XP smoothly.

OK, we need to know what the Brand and Model of the Motherboard is to fill in the rest of the blanks, 704MB of RAM doesn't tell us anything, is this DDR RAM, DDR2, etc?

    Athlon 64 3400+ is this a Socket 754, Socket 939, Socket AM2 etc CPU?

ATI Radeon Xpress 200 is an Onboard Graphics Chipset, and not an Actual Video card, so at least we have that to go on, down side is that chipset has been used on Multiple AMD socket Platforms, so we can't really go much farther until we know the Make and Model of Motherboard your running (To find out the type of RAM used, Max amount of RAM it will support, CPU Socket Used so there may be some CPU Upgrades for your system, and most importantly what Video card Slot it uses, AGP, or PCI Express, etc, for Video card upgrades)

the other aspect, more so for the Video card upgrade than anything, is what kind of Power Supply does the system have, Wattage Rating, Brand, Model, and look at the sticker on the Power Supply inside the case, and see what it says for +12V Amps (Usually will display something like +12V 20A or something like that, if there is more than one +12V list all of them)

just an example, assuming your copy of WinXP is reusable on another system (was it a retail copy? etc)

and you case is a standard ATX design case, you can reuse your current hard drives and Optical Drives, and run a system like this:

    Newegg.com - Intel Celeron E3200 Wolfdale 2.4GHz 1MB L2 Cache LGA 775 65W Dual-Core Processor - Processors - Desktops

Newegg.com - ASRock G41M-S LGA 775 Intel G41 Micro ATX Intel Motherboard - Intel Motherboards

    Newegg.com - WINTEC AMPX 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory Model 3AXT6400C5-2048K - Desktop Memory

    Newegg.com - SAPPHIRE 100295HDMI Radeon HD 4670 512MB 128-bit GDDR3 PCI Express 2.0 x16 HDCP Ready CrossFireX Support Video Card - Desktop Graphics / Video Cards

    Newegg.com - SILVERSTONE ST400 400W ATX 12V 2.2 Power Supply - Power Supplies

its a bit over your budget, but not that much.

but depending on what your current system specs are, mainly the motherboard, you might be able to get away with just upgrading your RAM, CPU, Video card, and Powersupply, and get more GPU and CPU for your money.
