Fans vs water cooling

Would it be cheaper to buy a load of fans to cool an overclocked cpu in the long run or would it be cheaper to go with a water cooling system?

You can build an air cooled system much cheaper than a liquid cooled system. There really is no need for a liquid cooled system unless you are doing an extreme overclock. There are some high quality air-cooling setups that can handle most overclocking very well.
