Basically the latency on your RAM.
I.E., how fast it communicates in between the different RAM banks, in between different sticks, etc.
The lower the number, the faster it's going.

Do these timings get changed when overclocking?

Well, that depends on if you change them yourself, or leave the board to [auto]
Generally, more Mhz is better then tighter timings..
