Assuming you've removed both the chip and hs/fan from the motherboard you should be able to just wiggle one or the other from side to side and pull it right off.

hey yeah its all off however the cpu is on really tight and wont budge. will a knife damage it if i pry it off a little? or is there anyway to get it off?
take a hair dryer and warm up the heatsink a bit, after a couple/few minutes (don't heat it up too much, just need to get it a bit warm is all) it should warm up the thermal paste enough to wiggle the CPU loose from the heatsink.

Which cpu is it? If its an older chip that isn't capped then yeah you might damage it. You might try to heat it up a tad with a blow dryer or drip a little alcohol in between the chip and the hs.
