Will you burn your chip out if you up the voltage?
It is bad to raise the voltage if your temps are good? Will it decrease your chips life or performance?

That's a bit of a ubiquitous question.
For starters what chip, how much are you raising the voltages, and for what reason?
To give a general answer no a slight voltage increase won't do any harm. OC'ers do it all the time w/o any ill effects. Again that is a slight over voltage, obviously you can't just add as much power as you want and some chips accept more power than others.
Unless you are OC'ing there really isn't much reason to add power and even then its only a stability issue.
A CPU's and or most components in a PC have a life cycle far greater than what their effectiveness will be, meaning they will be long outdated and likely replaced before you'd reach the end of their actual life.

. I did check that post you but looks like its mostly for intel.
What is a safe voltage for the vcore on amd x4 965. I dont want to harm my chip... I tried googleing it and some say 1.55volts. Is this safe? Mines at 1.45 and need to increase it..

Sorry, I'm an Intel guy so I'm not familar with AMD limits. They also have an AMD CPU section at OCForums. I think you will find Dolk's guide helpful.

Well it might help to post some details, what are your specs? how overclocked are you now? I'll assume since you think you need to up it you are having stability issues?
Don't ever look at the high side and just increase, or OC to what you think might be a max. Bump your speeds or voltage a little, test for stability and then if needed bump a little more.
The more detailed your post can be the better answers we'll be able to give.

Yes I did read the dolks guide and was quite helpful but still having stability issues....
After 2hrs of prime 95 on large FFT max heat and power. 2 cores failed. I upped the voltage and only 1 failed now.
Stock is 3.4ghz im on 3.7 now
North bridge is 2400mhz Voltage is 1.175
I also just noticed my voltage shows core 1.42 but in the bios it shows 1.45
.

You may have already hit the limit your cpu will OC to, since 2 cores are already showing errors.
Not all identical cpus OC the same.
But for help, keep your HT Link @ 2000 MHz or a little less. Raise the cpu voltage to 1.5v see what happens, raise your northbridge voltage by .10.
Try to keep northbridge Link the same as HT Link. Keep the memory at stock speeds for now. When and if you get your cpu to a stable setting, not one error, then you can tighten your timings on the memory.
System specs would help.

I know that just being able to "do it" may be the point, but does raising the speed .3 gig really help performance any?
I don't know, that's why I ask. It sounds like a lot of trouble for a little return.
