Nearly all Intel original motherboards have their BIOS locked and are unable to overclock.
The cpu is capable, but you would need a aftermarket motherboard with overclocking options in the bios.
There could possibly be a windows based overclocking tool, but this will not bring the same results and the settings often reset, so not the best way to do it, best way is within the bios.DynaIndex.com - Dynamic search index of websites, links, feeds, title, description, keywords and thumbnail snapshot.

Some Intel Boards DO have limited OCing options, usually FSB changes, or some other basic OCing options.
But most boards if they do have any options are really limited down to the basic functions for OCing.
I fired off a Message to Karmakiller via Facebook earlier today when I saw him post some stuff online, but must of just missed him.
Myself I've never had the privilege of OCing an Intel before, have the ability to with my CPU's and Motherboards, just have never gotten around to doing it or needing to.
Last Time I Overclocked something and it was really worth it, was my 1.8GHz Athlon 64 3000+ Venice Single core, on Socket 939. 1.8GHz to 2.25GHz, which isn't really major, but its at least a 20% OC on the original speed. After that I got a 2.2GHz Athlon 64 X2 CPU, then upgraded from that to Intel Core 2 Duo E6400, then Core 2 Quad Q6600, and now the Core i7 920 Quad.
Even my 2.4GHz Celeron Dual Core I Doubt I'll OC much if anything on it on the Mini ITX system.
Karma's had more OCing experience, much more, so I tried to get ahold of him while he was online earlier.i7 940//Corsair H60//EVGA X58 SLI LE//6GB Corsair Vengeance 1600MHz//2x EVGA GTX 560 Ti FPB SLI//NZXT Hale82 850W//CM 690 II Advanced//Win7 64//WD 74GB V-raptor, 750GB Black, 1.5TB Green

Intel G31 boards only have the options to up the FSB, and adjust RAM timings, Power saving features, but that's about it. Some of the G31 boards (gigabyte I know for sure at least) had some other options, but they were still VERY limited in what you could do. So honestly, as Quick said above, you pretty much need a new motherboard if your really set on overclocking. And while your out buying new parts, might as well pick up a good aftermarket cooler, because you'll need that also.
You could probably get away with a BSEL Mod, although they are tricky and dangerous if you don't know what your doing. I honestly haven't even had the balls to go that far yet..
So basically, need a new motherboard and CPU cooler.
