CPU Usage
Not sure is this is in correct sub forum, if not feel free to move it.
Experiencing a problem at the moment where my cpu usage is sitting at aroung 30-40% all the time although there are no processes running anywhere near that. Pretty much any program I try to boot up freezes and goes to not responding. I can connect to the internet but cannot boot up IE, it just hangs. I can boot up outlook but it wont connect. So basically I cant do anything.
I tried to do a system restore but this also hangs! Tried doing one through safe mode which didn’t hang but just wouldn’t start up (clicked on it and nothing happened.)
I have run a virus scan in safe mode which didn’t detect anything.
I am running Vista.
Any ideas or pointers would be much appreciated. If any more info is required just let me know.

OK, I will take advice from ShyguyXPC.
It will be better to read tutorial first then follow it bacause you must not do something wrong.
After creating the new account and if everything works well on that account you must open User Accounts from control panel and click on manage another account. The window should looks like this and under the name of your old account (account that is infected) must stay Administrator and under the name of account that you just create must stay Standard User. If everything is like it should be you can close user account. Now, you must hold the window key and press the "R" key. When "Run" Window pop-ups type this "secpol.msc" in it. And click enter. Then expand local policies and then click on security options. "The thing" in "red rectangular" on this picture must be enabled. If is not than you must make a double click on that and in the Properties window put the "dot" on the "Enable" option and then Click OK. Then you must scroll towards the bottom of the list until you come to "User account control: behavior of the elevation prompt for administrators in admin approval mode" This must be set to "Elevate without prompting". If is not than you must make a double click on that and in the Properties window, Click the drop down menu arrow and, from the available list, Select the "Elevate without prompting" option and then Click OK. If you get the message that says UAC has been turned off. Then just ignore it. Close everything and restart you computer. But, log in with account that is called "Administrator" and delete infected account and keep files that is relating to infected account by following this tutorial. Now, you must change account type of nevly created standard user account to Administrator account by following this tutorial (This tutorial is for windows 7 but it is same on Vista). Now you must restart your computer and login with the account which type has been just changed to administrator (account from beginning) and put this to disabled again (I already explain that before). Now, you will have new fully workable account with administrative privlegies. If you kept files from infected user account, you can move that files to your new user account folder. Just go to C:\Users, then select all and move all files to your new user account folder. But be careful. You can infect account that you just create. So, I suggest you to copy files that is necessary.Last edited by AW10; November 2nd, 2010 at 12:43 PM.

Hy, there is something very important. While following tutorial, you will need to unhide an account that is known as Super-Administrator. You should not use that account for anything except troubleshooting!
But, if you strictly follow my tutorial. You will unhide that account and you will hide it again when you don't need it anymore. So, you do not need to worry about it.
I mantioned this to avoid problems in future. So, just avoid using that account when it is not necessary. You can use regular administrator account for almost everything that you need.Last edited by AW10; November 3rd, 2010 at 11:29 AM.
