While the computer starts you generally press F-2 or delete to enter the BIOS then you can change things to overclock. That is if you have the options. BTW - Do you have a good cpu cooler and a PSU?

The CPU Clock come from CPU Multiplier times CPU FSB (Front Side Bus). The Multiplier can not be increased, so overclocking is done by increasing the FSB. You already have a small overclock (FSB 133MHz -> 138MHz).

Look for a BIOS setting called AGP/PCI Bus and set it to 66/33 MHz. If you don't have this setting your CPU overclocking will be limited to 12-15% maximum. As you increase the FSB, the PCI Bus also increases (unless it can be manually set to 33MHz). If the PCI Bus is increased too far your hard drive data will be corrupted.

I noticed your Memory Bus is 1:1 with the CPU FSB. You will see better performance if you can run the memory at 166MHz. It will increase proportionately with the FSB, and can go as high as 200MHz (PC3200) without risking instability.

Do you have a way to monitor CPU temperature? Do you have a program to stress the CPU for stability testing?

Thanks for the info I can monitor the CPU Temp using Everset Home Edition and no I have no software for stress testing.

Here's an old version of Prime95 you can use for stress testing. You want to choose Torture Test, then you want to run Small FFT to test the CPU stability. You can then run Blend as a system test after you have determined the CPU overclock is stable.
