Two GOOD MBs are EPoX 4G4A+ and Asus P4B533-V. Now I know the Asus has onboard video, but what's important is the Intel 845G Chipset. I'll help you get higher memory clocks too.
If you get an Intel 1.6A, that means its 16x100 where the 16 is the multiplier (locked) and 100 is the FSB. Depending on your luck (i'll explain more about this in a sec), a good amount of people have raised the FSB to about 166+. Which puts it at 2.6 or so... But these are experienced people... to get the 2.2 you're looking for, you'll probably have it around 138 FSB. Which isn't that big of a challenge, just do the regular O/C steps.
About getting a good O/Cing processor. Supposedly ones packed in June or so are better for overclocking. Don't know if that's completely true or not. Either way, there's no GUARANTEE of a good O/Cing CPU, but you can always improve your chances.
