Is your video card seated properly? Try taking it out and reseating it.

Welcome to TechIMO

Try to boot with the min requirements. Mobo, cpu, video (not needed if mobo has onboard) and ram, to see if it posts. And if possible switch each component with another that definitely works. Try this with the components out of the case.
I had this problem with my ga-7ixe4 when i tried to install a new cpu, it would post but hang at the hard drive check. Caused by a dud cpu (I hope as I have RMAed it). I had incompatible ram in my machine before and when I tried to start it wouldnt even post and if u had a dodgy card again I dont think it would post as the video card check happens before bios.

My guess is its a prob with the mobo or cpu probably cpu.Time for some deductive reasoning.
Good Luck

Welcome to TechIMO!!!

Take the memory out and boot up...see if there's any difference in beeps (make an attempt to sort out those fast beeps). Then try moving your RAM into each different slot and booting up. Also, have you tried loading fail-safe defaults in your BIOS?
One more thing, was this a clean install of Win 2K or a hard drive transfer that already had the OS loaded?

then my guess would be the mobo. try it with different combinations of ram, video and cpu and if it doesnt work then that is probably your prob.
But I may be wrong.
Have you tried the components out of the case, cos the mobo may be touching the case.Long shot but worth it.
Also reset the cmos and reinstall the bios.

Bad luck
