Thoroughbred B is the best for overclocking. You've already said what the most significant difference is between the two: the Palomino is .18 micron; the TBred is .13 micron. This means the TBred runs much cooler. Somehow it also gave it a much higher OC ceiling. The easiest way to tell the difference between a Palomino and a Tbred is the Palomino core is nearly square, while the TBred core is longer and more narow, a lot more rectangular. To tell the difference between a TBred A and TBred B, you have to look at the stepping. It's a sequence of 5 letters starting with A or J and ending with A or B. If it ends in A it's a TBred A, if it ends in B it's a TBred B.

as EndobioticChaos stated, the tbred is considered the more desirable chip since it runs a little cooler and can be OC'ed more.

if you're gonna run the cpu with stock timings, these issues shouldn't affect you too much and you can usually get the palomino a little cheaper...
