have you try making sites you DL from your trusted sites
under internet options/security/trusted sites/sites
my settings,set at low with no problems so far |

Try to click the "default level" button at Tools>>>Internet Options>>>Secuirty>>>Internet.
I have tried it and it works.  |

You need to add the site you're trying to download from to your "Trusted Sites". You're likely
using Windows 2003 or IE 7.
Either way that should fix you. |

That's about the only reason to get that message. What are your OS specs?
(OS, Browser, etc)
You've already looked in "Internet Options" under "Security Settings" in the downl
oads section and made sure that file download is enabled, right? |

| Security fix
I had the same problem, no settings in "options - security" seems to do anything good. After a lot of reading, and no obvious working fixes, i tried saving the "HKEY_CURRENT_USER\Software\Microsoft\Windows\Curr entVersion\Internet Settings\Zones" to a .reg file while logged in as a user with working settings. I then logged on as my self, renamed the "Zones" to "Zones_err", and imported the .reg file. Everything seems to be working fine now. Both saving and opening files in IE6 and outlook express.  |

Can you explain more clearly what you did exactly because I am still baffled at this problem. If I could download Firefox I would but ie doesnt allow me to downoad anything because of the security setting, which I can't lower past medium.
Im to the point where I may just reinstall XP and see if I can ie to download from sites again.  |

| Detailed fix
Here is what i did:
Start - log off - switch user
Log on to a user profile with working settings (a user that can download) I used another user account (login) on the same PC, which is recommended, but it may work with a working user account from another PC, whth the same windows version).
Start regedit, browse to "HKEY_CURRENT_USER\Software\Microsoft\Windows\Curr entVersion\Internet Settings\Zones"
Click "file" - "export", choose e filename e.g. "working security settings.reg", and save it.
Switch back to your user, with the bad security settings, and open regedit.
Browse to the same key: "HKEY_CURRENT_USER\Software\Microsoft\Windows\Curr entVersion\Internet Settings\Zones", and rename (or delete) zones, to sometheng else,e.g. zones_err. (Exporting the bad zones folder to a "bad security settings.reg" may be a good thing to do, in case of errors during this operation.)
Then import the "working security settings.reg" file you just exported from the working user profile. Just by doubleclicking on it.
It shoud be working now. (I didn't need a restart for it to work)
If it's a problem to find a working user profile, post a reply and i'll try to give you my reg file.
