Internet Time/Site Blocking software

I'm looking for something very specific in some software that will allow a certain amount of time to surf the internet, but not if a certain site is visited.

For example, I may want users to be allowed to visit www.techimo.com so I don't want their time quota to countdown while visiting that site. If a site is not allowed, then I want it to countdown.

Basically, I wanna give people an hour-a-day to surf where they want and it count against a quota. If they're on an approved site, it doesn't count against their quota.

I've tried iNet Protector and it counts down the time even on an allowed site.
