Help Storage Friends (Formatting)

I've installed my 1TB HDD. I do not see it in My computer, I'm assuming this is because I haven't formatted it yet. What is a good free formatting program to use? I've googled and googled but I can't find anything. It Is in BIOS, and I can see it in device manager, Speedfan can even look at the SMART monitoring for it, I just have no formatting software for it.

Edit: Ima dling Seagates proprietary Stuff.

Start->Run-> diskmgmt.msc

If the drive shows up there, right click on it and select create Partition.
