How come my windows folder is 15.6gb?

Just lately i have been trying to free space on my laptop and i found it rather odd that i barely had any data in my documents and didn't really have many programs installed and yet my c drive is full, so i searched around my c drive and found my windows folder is 15.4 gb i hear that most peoples is under about 8, how can i fix this i dont know what i can delete as im worried i will delete a crucuil file which operates the computer. I really need some space my comp wont even let me open a picture as there isn't enough memory . My operating system is windows vista home basic.
Thanks for any help.

A "Typical" install of Vista is about 12 to 15 gigs.

Not enough memory is different then not enough drive space.
