Does 2nd HDD consumes power when not being used?

Can you let me know about if I install and connect a 2nd HDD [with no OS] to the PSU, does it still take power when not being used?

Anything connected to the pc would use some power when the pc is powered on but its not going to be much. Curious as to why it would even be a concern?

Well, I was thinking of either putting the HD in an external enclosure or either inside the PC itself. That was the reason for asking, but can you tell me how much it will be for HD like this:

I understand you want to add one but the power used by a HDD is only a fraction of the rest of the PC, so I fail to see why it would really make a difference or would be a determining factor here??

For most drives you are only talking about 5-10w at idle and something like 10-15w at peak usage. Seagate lists the numbers for some drives but not all Barracuda | Seagate

FWIW, the internal hard drives will power down after being idle (my notebook is 20 minutes). You can adjust that time in the advance power options.
