Why am I seeing so many peoples' signitures that are about 10 lines tall with white-space and only 2 lines of content? Wastes alot of space.

because the message itself isn't long enough to stretch out the post vertically beyond the minimum post cell size.

I haven't seen any intentionally misformatted signatures. I assume you are referring to the default vB3 format. The text table cell (reply) at minimum length is equal to the author table cell (username, avatar, location, etc.), thus it appears like there is blank space below the signature in the text table.

ic, I guess ive never really payed much attention to it until this thread which has a number of one line replies. Seems strange that it would stretch the signiture rather than the reply area, but so-be-it.

I have updated our signature policy. In an effort to reduce some page clutter, a member's signature is now shown once per thread page instead of being shown for every post.

Great idea! Definitely should make threads easier to read, without doing away with signatures altogether.
