Been done. Phenious used to host the official TechIMO channel. The DC teams also had an unofficial TechIMO channel on another server. Other than trivia bot contests, I don't believe there was much interest, as people had a hard time organizing their chat schedules to coincide.

There could still be an unofficial TechIMO channel somewhere. Anyone know?
