It is my understanding that the only way to get this error is with an ILLEGAL, BURNED copy of the game. In other words . . . WAREZ. You'll get no help here.

Ummm, it would be nice if we had some kind of clue what you were wanting it for. I happen to have 5 data2.cab files...2 for Win98 (ICA16/ICA32), 2 for Win2K (ICA16/ICA32) and one for Partition Magic....care to enlighten us?
