Can't access system tools and runs too slow

Can't access system tools or reboot

Hey, ok this is my Mom's computer and it's nothing too good, just an HP with 1.7ghz Celeron, 128mb pc2100 DDR, 40gb HDD, 32mb built-in video card, and Windows XP. However, the computer is running EXTREMELY slow, I mean it takes about 1 minute just for IE to open up, and that's when it starts on a blank page. Also, for some reason I can't access many of the system tools such as msconfig. Whenever I try to run Task Monitor, either through ctrl+alt+del or the run command, it just pops up for about 1/2 a second and closes immediately, I have no chance to close programs or services or even see what services are active. Another thing, it is impossible to reboot the computer through Windows. In order to restart the computer I have to first log off then click on the shutdown button in the Login Screen and choose restart. If I just go to restart the computer through the Start menu it just sits there and acts as if I never hit the button. I thought this might've been a virus issue but I have scanned the computer multiple times and nothing has come up. The only option I have left is to reformat the computer but I don't have a Win XP cd since the computer came with it installed already, and we've lost the HP Recovery cd that came with it. Any help would be greatly appreciated, this issue has gone on far too long and mom is threatening to cancel the Cable Internet, which I use regularly for playing games and downloading on my Comp. I would just run down the usual suspects. What's running on startup and in the background (make sure you get rid of AOL/Realplayer tray icons, etc.). Defragged lately? Checked for spyware?

Are your virus signatures up to date?
