Internet Explorer won't connect to the internet

I upgraded Internet Explorer on my Windows ME computer to
version 6.
when I start up the computer I get the message for windows update-internet explorer and internet tools:

setup has detected that a previous download was not completed.
do you want to recover and continue setup? when I click "yes resume setup"
I get the message:

The most recent versions of all items are already installed. It is recommended that you
exit without re-installing.

I can then choose to exit or re-install all components,
if I choose to re-install all components, I get the message:

Setup cannot continue because files are missing from the installation directory,
please run setup again and choose "resume setup" this will download the missing files and continue
setup.

If I click on cancel I get the message:
The update to windows is not completely installed on yourcomputer,
are you sure you want to quit setup?

This seems to be a catch 22 loop, has to get on the internet
to download the files it needs so it can get on the internet

The computer will ping ip addresses
so I know the network card is working.

Internet Explorer will not connect to the internet
Msn Messenger will not connect to the internet

My laptop is currently on the internet, so Iknow that's working ok too

yeah, system restore might be a good try.

if not..you might have to go to add/remove programs and try to remove or even "repair" IE6. you could remove it and try to reinstall it.

I did delete the windows update files folder and that brought me to the initial internet explorer setup page, after i click on "install typical components, it says it can't connect.

I've heard about a registry value that might help, but i don't know if it'll mean the computer can get on the net to download the rest of the internet explorer files.

Is it possible to download the entire program to my laptop
and transfer it by flash drive to my desktop and install that way?
