I am learning non-linear editing via adobe premiere 6.0. I have the following problems,

1. the conversion of DAT file to MPEG file,

my system has windows XP, 1.13Ghz processor, 256mb RAM, 40GB hard disk.

I tried to convert the DAT file into the mpeg file following the instruction in the manual given with adobe premiere 6.0 but it took me 12hours to convert just 16min of film, is there anyway of fast conversion, because there are people in my town doing this sort of conversion in one hour (they shoot on video and convert it to VCD). they are pros so they won't give away their secrets, so please tell me how do I fasten the conversion rate?

2. how do I change the data rate in adobe premiere 6.0.

3. after converting my DAT file into the mpeg file and burning it on a CD, I found that the picture wasn't clear, the pixels were visible on the screen when I viewed it on fullscreen (like the way criminals are shown in those reality police shows on TV), How do I make my images clearer and make those pixels disappear? (I guess there is some change to be made before starting the conversion, what are they?)
