Error - "Please go to Control Panel to install and configure system components."

I recieve this error whenever I run an .exe and after I press OK the error pops up again and again.. I have recently formatted my computer installed Windows XP PRO and have recieved this message since. Here is a
screenshot.

umm i dont understand what u mean by Start>run but an example of what happens is this
example:

in Folder Games i run Game.exe (double click it to run). Game.exe does not load but the error message pops up and continues to pop up after clicking OK until i hold ctrl+alt+del click on the Processes Tab and end the process of Game.exe and the process of the pop up. This pop up's Image Name in Processes is setup.exe.

A way i think this problem can be fixed is to find a autorun.inf because earlier i booted my computer off of my windows xp cd, reformatted it using the CD setup and installed windows XP and have recieved that problem since. I have searched on the internet and everyone seems to solve there problem in relation to an autorun.inf file but i have not found a detailed explanation of how to find/delete this.

Have you tried reformatting it again? Or simply reinstalling Windows over your current installation?

i have reformatted twice. and i have tried repairing windows xp and have tried installing a fresh copy of Windows

yeah i have ran this game on XP before. i had it on my comp before i reformatted to (it was already XP before)

EDIT: program changed to game

same problem with me.
the game house installer of mine.

i was using ide before. i swith to sata hardisk. but this error is popping when installing the gamehouse installer of mine.

i tried also reinstalling and fixing my OS

i think the thing is in the sata hardisk. coz i can install my gamehouse in ide hardisk.

does i make sense?

who ever know the answer pls help us.

If you are the administrator on your machine try disabling your anti-virus and then give it a shot. this should work.
