Exclamation Monitor has a mind of its own!!!!

Hi tech members. A cry for help plz- Recently my monitor ( Tiny 19" ) the whole screen seems to grow and shrink sort of like the whole picture is zooming in then returning to normal !!! I have never seen this happen before and seems worse when switched on from cold but when warm seems to settle down. Any ideas???

Can you just watch the screen zoom in or out or is it a slow process?

It does it randomly but more so when its first swithed on. You can see it the best explanation is zooming in then returning to normal - like oversizing the picture. Im an ex tv engineer but not very good with monitors. Thanx 4 the prompt reply by the way
Oh by the way the monitor does'nt have a zoom control in the menu like some if thats any help?

Its 18months old - I really dont want to scrap it as the picture is excellent other than this. Couldnt go less than a 19" now.
