Both hardware and software can cause rebooting problems.
I suggest you run a virus check to see whether you've been hit. Perhaps you should also to re-install your game, the one you were playing when the reboot suddenly occurred.
As for hardware, you've more or less eliminated the power supply as the cause of the problem. But check to see whether your power supply connections are secure.
CPU, ram and motherboard are the next three items you should be looking at. Take a look at your motherboard. Do you notice any shorts, any burning or anything out of the ordinary at the CPU side. Check also for hairline cracks, if any.
Oh, BTW, welcome to Techimo.

I suspect the motherboard, too, but cannot discount CPU or ram.
Are all your connections secure. Is the motherboard grounded, all screws and stand-offs securely fastened.
Can you pinpoint exactly where the noise is coming.

Can you be a little more precise about what you mean by "when I try to reload windows everytime it gets to the part of loading windows help it reboots."
Exactly what do you mean by "reloading Windows" and "getting to the part of loading Windows help."
