DVD ROM not smooth, stuttering

I'm sure this has been covered before, but the search feature on this site isn't working, and I've gone back 6 pages and can't find anything already discussed in the last 10 days, so sorry if it's a repeat.

We are using Windows 98, and a BENQ DVD ROM drive. The movies just stutter, hesitate, jerky pictures, etc. I have check-marked the DMA boxes and raised them to the highest levels in Device Manager, and tried to switch the IDE checkmarks around and those haven't worked. (I found those suggestions just searching for answers). We are using the Inter WinDVD software.

Any suggestions would be greatly appreciated. I am pretty good at getting around the computer, but definitely not the expert or guru.

Make sure your video card drivers and DirectX are up-to-date. Also check that your card's overlay is up-to-date and/or installed. All DVD is pure overlay. Go to your drive maker's website.

Something else to try... look for options in the WinDVD setup/options under the "Video" tab to enable hardware acceleration. I don't think it's enabled by default.

What speed cpu?
What motherboard? (Via 4in1 needed maybe?)
How late a video card?
Enough display & system ram?
