well if you don't plan to overclock there is no real need for that board . you can save alot of money by picking a different one . going with a different board will give you the money for a better video card alone . i agree with the xp2500 .
as for sata i would say unless your going to go with the 10k rpm raptors your not really going to see a difference in speed . and i would also sugest the seagate drives for the 5 year warranty on them now . so here is my sugestions

to keep it under 500$ i would go with this for video
for the non sata i would go with one of these cards

the nvidia card will get ya right around 500$ , like a buck or to over . i would even do them both for the sata system it will only put ya 20$ over budget . so for a max of 520$ there ya go . it was hard to do with the buggy hyperlinking ...
