New Comp wont boot off of CD

Hi I built a new computer with 64 bit processor and it powers on fine but it won't boot off of either of my cd rom drives. I have tried different operating systems, and both drives, and it says please insert boot disk and press any key every time. Can anyone think of a setting I may need to change in the BIOS? I have already put the cd drives first and second in the boot sequence and removed the hard drive from it. Otherwise I think I am going to put another hardrive in it with windows already and try to install windows through the existing windows, but I do not want to resort to that. Any ideas?

Yes set the first boot to cd the second to hd. Also make sure you have a bootable copy of win xp. If you dont then go to

    www.bootdisk.com

and get a boot disk then run install from the cd.
