Programs won't launch from desktop

Need help. Have a Win 2000 machine with all of the updates.

When logged in, unable to launch IE, My Computer, etc. from the desktop. Does nothing. Can launch Microsoft Office from Start>Programs. But trying to launch IE from Start>Programs you get a Windows Explorer Message - Unable to run this command.

Have ran virus scan and check registry for anything virus/trojans. Nothing.

Booted up in Safe Mode. Still unable to launch programs from desktop. The only way to launch IE is through Start>Run and point to the .exe file. Most applications will only run that way.

can he do the trick to rebuild the Icon cache??

problem being that I forget the trick, lol

I think it is just deleting a certain file so it will rebuild the icon cache
