jst make ur recovery partition active with any HDD tool
and boot ur pc without any other system on C:
example i any xp pro or higher ( vista etc )
start > Run > diskmgmt.msc > right clcik ur rec. partition and make it active


now format ur windows and it should boot ur recovery
