I'm having this same problem. I reseated the cpu and ram, also reset the cmos. This is a brand new mboard because i thought the board was the problem. The lights on the keyboard flash only 1 time and the light on the monitor power button just flashes the entire time of trying to startup just like when the power is off on the computer. I swapped the vid card with a similar one. I replaced both HDD's with 2 that I run in another computer, same deal. Then took the compaq drives and one at a time connected them to my emachines comp and they both work fine.
Is there any way possible that there may be something wrong with the power supply, that is not puting out enough power, to run say, the cpu or maybe the ram???
