Help with control panel

I am having a problem in control panel. When ever I click on control panel the page opens up, but won't let me into anything there. I get a message that says
Window Explore has encounted a problem and needs to close. I click on the detail to see what the problem is, and this is what it said...

Can anyone please help me here?

What OS are you using?

If XP, have you tried a restore point to try and solve the problem.

Then there's always the repair option available in 2K and XP.

if it's xp, click ctrl alt del and then go to processes and end explorer.exe . Then go to the applications page and run (click new process) "sfc /scannow" without the "" once it's done, run "explorer.exe" and see if that fixes it (note..this may require a windows xp cd!)

yes i try a restore point, and still the same. I also went into internet options to change my home page, and it won't change. I am going to try what sr said and end the process to see what happens
