Cannot create new dial up networking connection.

I have just removed the w32.sober virus from a laptop but now I am unable to create a new dial up networking icon. When I click on "Create new connection" nothing happens. I tried uninstalling dial up networking and then re-installing it but no luck. Any ides on how to fix this

Open up phone and modem options from control panel and verify that you have an area code (doesn't matter what it is, just that one exists) is set up.

I couldnt even create a dial up connection but re-installed Win98se and that did the trick.
