I just build a new system. Starting it up sounds a lot like reving the engines on a semi. What can I do to shut up this system? That is without buying the 1000 dollar completely silent case I've seen online?

Fans with obstructive guards run faster and move less air, especially if the guard is on the intake side.
Changing to the wire grill type helps noise and cooling. The fans in the front of the case should have no guards, because they are covered anyway.
Larger and slower fans will reduce noise also.
A lot of cases have no or very little openings on the front of the case.
This causes the fans to speed up from no air flow ( speed on DC motors is limited by load, the less air they move the faster they turn).
I open up the front of the case at the bottom where you can’t see it.

ollie | I think ball bearing fans are noisier, there are a lot more moving parts in ball bearing than an Oilite bushing. Ball bearing fans last longer though. |

Ya, That's the only two ways of getting a Quiet Computer with the heat they put out Today.
I remember when the only fan was the one in the power supply. |

Yes, it sounds like your fans (at least one of them) have worn bearings or are fouling on the fingergaurds. Check and replace as necessary. |
