66 isnt ideal... however it isnt exactly a temp to worry about either...
    Whats your airflow situation?
have you cleaned out all dust etc.?

    Um... 66c?

I'd reboot into your BIOS and check what sensor that is, if it's even correct. If your CPU is at 66c, you have a problem.

i have this problem too... AMD Athlon 64 3000+ stock heatsink and fan... its not running on the "cool and quiet" mode and the fan RPMs steadily sink till the BIOS turns the lettering red... the CPU is up to 50c now and i dont like it! what do i do?

since when is 66C a "problem"?
    generic guidlines for temps are,....
    30's and below are ideal...
    40's are good
50's are standard for stock with no extra cooling..
60's are when you may want to look into extra cooling options
80's and above are when you "need" to start worrying...
most CPU's are rated into the 90's as safe however

Well, the thing is when my computer gets to hot then it starts making all these squecheey noises on my speaker and freezes everything and sometimes shuts down some stuff like my server which i need 24/7

But at 50 or so its fine, but if i leave my computer on to much it goes 60+ average.

Upgrade your CPU fan and get Artic Silver 5. What CPU are you using? Underclocking will help solve the problem for a little while, until you upgrade your CPU fan to something like this-

did you use any thermal paste or anything when you attached the heat sink fan. also...what do you mean your fans are spinning slow? they should be full speed at those temps.
