Welcome to TIMO Clio 172!
Your motherboard uses a 133 chipset and supports up to a 266FSB. The Sempron 2800+ utilizes a 333FSB. End result is that the Sempron is underclocked to the 266FSB.

Check to see if your MB has either a jumper to set the CPU FSB to 166 (333) or take a look in the BIOS to see if you can set it to 166 (333) without disrupting your AGP/PCI clocks. They need to be set to 66/33MHz (locked).

Let's go back and re-think this.
It's an older MoBo and according to a website, it has a nVIDIA Crush 11 chipset and supports 200/266 MHz FSB. Also, if you look at the BIOS updates available, there isn't any support for the Sempron cpu.
I'm not sure how you guys think that it will have jumpers allowwing it to be set to 166. Also, I have never been able to OC a MoBo to that extent and get it to run with a chip that isn't supported.
Short answer Clio is that you would need a newer MoBo to realize the full capabilities of the 2800+ Sempron that you were given. Considering that Newegg.com has some decent MoBo's for less than $50, it would be worth it to buy a new board. (I've got a couple MoBo's from Newegg that cost less than $40 that are running sweet and OC'd okay).
