Problems Booting during System Restore

One of my co-workers was doing a system restore on his computer and the power was accidentally pulled out during the process. now his computer will only boot to the windows logo screen and then the screen will go black right after and stay that way. He is running a windows 98 os and doesn't mind if he has to lose all his information to fix the problem. What do i do? (i have to fix it because he doesn't know what to do)

By system restore, I assume you mean reinstalling Windows? Win98 doesn't have the built-in system restore feature. Maybe I'm wrong, what exactly do you mean by he was doing a system restore? What kind of computer does he have?
Why can't you just try reinstalling Windows again?
