Unable to format

I just purchased a new Seagate 200GB hard drive (IDE).

I am trying to install windows on it, but am getting two errors.

At first, I was getting an error after formating and partially installing windows (after the first reboot) saying that it was unable to load the OS. This happened twice.

So I tried it a few more times, formating and installing, and am now unable to format this disk. It tells me that "setup was unable to format the partition and that the disk may be damaged."

I tried deleting the partition and recreating it to no avail. I've also tried using the quick and normal format and am getting the same result.

Besides returning it, I don't know what else to do...

TIA.

[EDIT]: Sorry, the first error is "Error loading operating system." Close, but I thought I'd give the exact message.

Yeah, it came with the drive, I was just about to give that a whirl.

Thanks, we'll see how it goes.

What I do is boot off my Windows XP cd and use that to create the partitions and format.

I am able to delete the partition and format, but it's giving me those errors.

I haven't tried using a boot disk.

[EDIT]: After restarting a few times, I am now only getting the first error about not being able to load the OS.
