Could any one tell me axactly how, i would do the following.

Check bus speed, clock multiplier, and voltage jumpers and make sure the CMOS clear and flash BIOS jumpers are in their normal, default operating positions.

You need to download your mobo manual and visually confirm the jumpers per the manual. What mobo do you have? We can help locate a manual.
