NO signal to monitor

A friend went to turn his pc on today & the monitor never picked up the signal, it just stays in amber standby mode.
I told him to disconnect the monitor from the back of his system & turn it on to see if he gets the "no signal input" message appearing on his screen, he did, that leads me to believe the monitor is ok.

What can we do to sort it out?

9700pro being used.
256 generic memory.
foxxconn motherboard
sempron 2200
hiper 350 psu

Not the best system i know but before today it was working fine, then out of the blue this.
The last thing he done on it was watch a dvd then shut it down last night.

help needed.

Sometimes its as simple as removing power to the pc (that is unplug the power cable) for maybe 30 seconds, then try to again.

------update------

tried a different gfx card in the pc & it workd fine. tried the 9700pro in my system & it did work but kept losing the monitor signal 4 a second then coming back.

is the card dying???

I have a similar problem with my machine but on turn on all appears to be going ok then the monitor goes into amber no sig mode and the pc indicates hdd still spinning. If I hold the on button in till the machine auto turns offf release wait 2-3 secs then turn on as norm. i get the failed to boot properly then get sent into the bios. I exit without changes machine runs fine. I haven't bothered to sort it as I will need to upgrade soon and this works everytime.
