Computer wont read any CD

I have a Emachine T2885 running on windows XP, i've had my comp for about 3 years and it wont read cd's anymore. I'm trying to format my computer to get rid of the junk but it wont read my restore cd. My cd-rw drive (e: drive) still works, but my dvd rom (d: drive) wont read any cd's. i've tried putting the restore cd in the cd-rw drive, but it wont work from there. Any suggestions? hopefully i dont have to get a new one

Sounds like you are trying to boot from the CD drive. Generally, you must use the master device to do this. If your rom drive is master but won't read anything, swap them as master/slave, or remove the rom drive and make the CD-RW master, then use it to run your recovery.
