I log on, and nothing happens...

I was using my other laptop for the a day, and I tried to delete some programs to get rid of a virus, and I downloaded the new IE7 and I was told to restart, I did and nothing happens. I sign into the account, and that's it, all I see is my background.

I don't have a taskbar, or anything, I only have access to the Task Manager

PLEASE HELP!!!

Press CTRL + ALT + DEL

Task manager appears.

Go File>New Task (Run...)

Type in explorer.exe

I tried that, and it just makes my computer run REALLY slow..

I'm trying to get to the control panel and System Restore, but I can't get to the control panel.. not even through the task manager..
