A problem with services.msc not working

Hi,
Ok basically i, one day, decided to disable nearly all my services, (which ive done before and needed to fix it 5 minutes later), but this time i did more than stopping them, and one of them happens to be "Plug and Play". I disabled it, and went into the next tab and disabled it for all users (yes all users). So now when I login it takes 10 minutes (5-8 but still) and i dont have a taskbar, nor sound. Msconfig doesnt show the services that i disabled for all profiles(in the second tab) and also when i go to admin tools>services I keep getting the error "Configuration Manager: The Plug and Play service or another required service is not available." (gee i wonder why).
I know theres a large chance i have to reformat, but before i do I want to check if theres anyone to undo my stupidy. (^_^)
(I cant find out the name of the second tab coz .... I cant get that far -.-)

Try booting into safe mode and re enabling it there. Don't know if it will work but worth a shot.

already tried it yesterday, but tried it again just now (took ages coz of login times), same error with the "plug and play or another required not available". I have tried to connect to another computer with the actions in services.msc, but it wouldnt work, and then i tried from another computer to do the same thing and it said access is denied. I was wondering if there was maybe a way to import a list of services, as you can only export a list from services.msc, maybe a 3rd party tool or something. system restore doesnt work coz its disabled -0-, also windows update is disabled so i cant do anything legit >_>

dont ever do wat i did !!! only disable it on the first tab, dont ever touch the next tab ~_~
