Same behavior as yours. I found out if I shutdown my Wifi, then it was able to go through...
connect safe mode and click on FN + F2 or desactivate your wifi connection.
Reboot and for me it pass... Probably I had a conflict.. not sure becuase I never found the root cause but this is how I fix my problem...
Option 1
Press Ctrl & alt & delete and select Task Manager.
Click on New Task button
Enter explorer.exe in the "Open" field and press OK.
Option 2. for the techy savy.
Press eht "windows" key located next to the left "Ctrrl" key
Click on Run and enter regedit.
Find the following keys and delete them.
