Are you using a USB keyboard? If so, try using a standard PS/2 keyboard.

its actually a wireless keyboard so i guess that falls into usb right? but when it first loads i can get into bios it just ignores the keyboard when "press any key to boot from cd" shows
you think changin the keyboard to a standard one would help?

It can't hurt to try if you have one available.

Sometimes they can be finicky when it comes to booting with USB/wireless keyboards.

Typically with a floppy, you just pop in a bootable floppy, reboot, and off it goes. Most BIOS are configured to boot to floppy first before searching for another bootable device. Bootable USB sticks need to be set in the boot sequence as first boot device I believe.

There's a nice utility available that will format and make bootable USB memory sticks: HP USB Disk Storage Format Tool

I've never made a XP boot disc. But here is some good information:

Bootdisc.com

Bootdisk.com - Free Windows Bootdiscs

How to obtain Windows XP Setup boot disks

There are also utilities available from the drive manufacturer that will format and partition the drive.
