No. Windows XP service packs all included the previous updates. There are no real issues with SP3 as it doesn't really change much functionality, but SP2 had some interesting issues for some users.

edit: I now see you have had video driver problems with SP2. SP3 includes more updated video drivers, so it may work better for you. YMMV, though.
