HP won't boot

A friend asked me to take a look at her pc. An HP XT983. I think its about a 1.4 ghz if I recall. When you power it up the fans all spin up but no signal to the monitor. No post, no beep. I notice the internal fan on the old psu was not turning.I plugged my atx tester into the psu and it failed. So I thought I would just swap out the power supply to see what happened. As I was removing the old one I notice a green and black pair of wires going to a white plug near the cpu..what is that for? Anyway, swapped out the ps and fired it up, same thing. I'm guessing the board is fried but am wondering what the extra wire on the ps is for...my swap in replacement doesn't have it. Also tried a different video card just in case it had video failure...pulled the ram, reseated it too. Any suggestions?

That connection is an option for smart power supplies that can vary fan speed depending on heat. Many PSUs have the connection. Some don't. No biggie.

My guess is that the PSU killed the motherboard.
