PC trouble booting up

My friends Pc which is an emachine 370 appears to be restarting everytime it tried to load windows. It won't get onto the logo screen.

The harddrive was put into another computer and formatted and reinstalled successfully. The HD was then transferred to this emachine, and powered on. After selecting the OS, it just restarts and won't go into any of the safe modes or anything like that. There is just no way of getting to the log on screen.

There is a possibility that this is a hardware fault. Maybe the memory is faulty, because the memory only really starts working when windows loads up, which may be why it is restarting. Try to get your hands on a copy of Memtest86 and boot it on that pc. Although it may also be some other faulty hardware, I would test the RAM first.

I'm considering telling my friend to take it to a repair shop as I don't have the required components to test it out, he also needs it quite urgently.
